Our Village Hall Matters

Chapel St Leonards Village Hall is a community asset. The Action Group exists to seek openness, accountability and a practical way forward so the hall can be restored, reopened and properly managed for residents.

The tone of this website is firm but constructive: residents need clear answers, proper governance, and a transparent plan to bring the Village Hall back into use.

What We Are Asking For

Transparency

A full and clear explanation of the decisions that led to the roof works, the closure, and the current position.

Accountability

Answers from the Chairperson, committee and trustees about checks, payments, contractors and governance.

A Way Forward

A practical recovery plan, proper funding clarity, and an AGM or public meeting held in a suitable venue.

Current Position

This section will be updated as facts are confirmed. It should only include information that can be evidenced by letters, notices, grant correspondence, committee responses or meeting minutes.

October 2025 Roof repair works were reportedly commenced and the Village Hall later became unusable.
May 2026 Residents requested information and raised concerns about transparency, safety and the proposed AGM arrangements.
June 2026 The planned AGM at St Leonard's Church Hall was cancelled (by the church) due to venue capacity and safety concerns.
19 June 2026 A public meeting was arranged for 23rd June, at St Leonard's Primary School - but this was NOT the AGM that was asked for.
23rd June 2026 At the end of the meeting, St Leonard's Primary School Hall was rebooked for 21st July, for the AGM.
Next Step We need volunteers to step forward for election to the Committee as Elected Members (The Committee have been calling them "Ratepayers" but they only need to be residents). CLAUSE 3(2) of the Constitution. Six will be elected on a vote. This vote is open to all residents of the village aged 18 and over. CLAUSE 13(2) of the Constitution.

  1. Who appointed the roof contractors and on what authority?
  2. Were competitive quotes obtained before the work started?
  3. What due diligence was carried out on the contractor?
  4. How much money was paid, and when?
  5. Was any payment made in advance?
  6. Was a written contract in place?
  7. Were risk assessments completed before work began?
  8. Was building control or any relevant authority notified?
  9. What is the present insurance position?
  10. What is the confirmed cost to repair and reopen the hall?
  11. What funding has been obtained and what shortfall remains?
  12. When will a properly arranged AGM or public meeting take place?
